The scammer certainly wouldn’t be “unhappy to announce that you’ve won big bucks” now, would he? Unhappily, this is an advance-fee lottery scam. You aren’t a “lucky winner” and you’ll lose your money if you reply to this sham of a scam. “UK” will start demanding money, so be wise and don’t reply. (And it’s also from a college student—check out the sender’s address.)
