Why would you e-mail a complete stranger for a loan? You wouldn’t. The scam bag says nothing about a bank, where it’s located (although “cn” stands for China). This is a scam, and Scammy Sammy is intent on charging you money, but not giving you a loan. If you receive this, delete it and don’t reply.
