“To your notice” the government of Benin isn’t giving money to random recipients. This is from a scammer, who wants your money. He will charge you fees and you’ll get nothing but an empty bank account in return. Don’t reply to this scam, but delete it and leave “Mr. James Martin” out in the cold.
