“Negotiable monthly interest”? Who do they think they’re kidding? I’ve never heard of such a thing, and you probably haven’t either. This is a scam, and Spammy Sammy wants you to give him money; he isn’t interested in giving you a loan. If you receive this, delete it and don’t reply.
