This is an obvious advance-fee scam. The spammer is demanding "$110.,00" for non-existent funds. And don't kid yourself--this spammer is no official of any embassy! Also note the gross misspelling and poor grammar--pidgin English. No honest-to-goodness professional would write such a sloppy letter, they would not begin their salutation with "Hello". Any person with any computer ability can cut and paste logos and pictures these days (I don't know if I can get all this to copy. I'm not that computer savvy.). Remember that knowledge is power against spammers, so if you receive one of these, delete it.
