I did open the attachment to this spam, and if you notice, the spammer wants you to contact him posthaste, sending him all your personal info, for nonexistent prize money of course. If you respond to this, the spammer can then declare “open season” on you, demand exorbitant fees and sell your name to other spammers. So if you receive this, delete it. You have no money of any amount coming to you from this bogus lottery.
